Russia will receive $460 million from the BRICS Bank on development of the judicial system. The loan will help to equip the courts with IT-infrastructure and switch to the “digitalization of justice”, including artificial intelligence in courts.
New Development Bank (NDB) of the BRICS countries (20% owned by Russia) will support the Russian judicial system, giving Moscow a sovereign loan of $460 million. The money will go to the development and introduction of information technologies in the framework of the Federal target program “Development of judicial system for 2013-2020”, the Bank said. In addition to Russia, the BRICS Bank also approved the financing of projects in India and China with total of $970 million. Loan terms were not disclosed.
“The main goal of the project is to improve the efficiency of the judicial system and improving judicial protection of the rights and lawful interests of individuals and legal entities by improving the infrastructure and introduction of modern information technologies”, — said the representative of the Ministry of Economic Development Elena Lashkina.
The project will be implemented over five years, the Ministry noted. During this period, they will continue the development of system of General jurisdiction courts of Moscow in order to bring it into line with international standards of justice. In particular, buildings of district courts of Moscow will be constructed and equipped with the IT-infrastructure. All courtrooms of district courts will be equipped with audio and video electronics. Currently, such systems are fully equipped at the Moscow City Court and 24 district court, said the representative of Moscow City Court Ulyana Solopova. Overall the city of Moscow operates 35 courts.
In addition, the project provides for the modernization of the courtrooms to ensure the functioning of juries and the development and implementation of information systems that will facilitate “the transition to digitalization of justice and the use of artificial intelligence including the development and pilot implementation of software and hardware complexes for automated preparation of court records based on speech recognition system”. The allocation of funds is still in the study, said the representative of the Ministry of Economic Development.
This is the first loan issued by the Bank of BRICS to the Russian Government, and the second issued for the project in Russia. A year ago the Board of Directors of the Bank approved the allocation of $100 million for the construction of two small HPPs (Beloporozhskaya HPP-1 and HPP Beloporozhskaya-2) in Karelia. The end user of the loan will be a private company “Nord Hydro — Beliy Porog”, which implements the project of construction of small hydropower plants.
In addition, the BRICS Bank is considering to issue a credit for the construction of the Eastern-ramp from Ufa to the Federal highway M-5 “Ural”.
In July the NDB published the development strategy for the years 2017-2021, according to which only this year by the Bank can be approved about 15 projects totaling $2.5–3 billion. Based on conservative scenario, at the end of 2021 the aggregate amount approved by the Board of Directors of the Bank loans could reach $32 billion. With the implementation of optimistic scenario, this figure could exceed $44 billion, as follows from strategy’s roadmap.
The agreement to establish the New Development Bank with headquarters in Shanghai representatives of the BRICS countries signed in July 2014 at the summit in the Brazilian city of Fortaleza. The founders of the Bank are the BRICS countries (Brazil, Russia, India, China and South Africa). The share of each country in the authorized capital of the Bank is 20%, at the end of 2016, each participant paid $2 billion of capital.
